You should have your Periodicals factored into your cleaning proposal and billed as they are done. This insures that you can budget for them, but also means the contractor must do them to get paid for them.
So ask for an itemised cleaning proposal with all periodicals included. It may mean the site visit takes a little bit longer, but it will help you budget and ensure they are done are required.
